Im Heather lane! I am a Northeast Florida born and raised (go senators and ospreys), st Johns County resident since 2007, mom, coach, ocean lover, and passionate professional. i’ve spent my life dedicated to service and projects that make the world a better place. from Girl Scouts and sorority volunteerism, to my career as a land use planner who focuses on public infrastructure, transportation, and agriculture businesses, my experiences have provided me with a unique perspective and skill set.
I look forward to providing you with information on my projects, associations, and ability to network and communicate through the challenging world of public infrastructure. we are the solution and I look forward to explaining how we, together, will create a wonderful future for st. Heather Lane Neville is a Northeast Florida native and proud St. Johns County resident since 2007. This isn’t just where she lives—it’s home. Like many residents, she cares deeply about protecting what makes this community special while making sure it continues to thrive for years to come.
Heather brings more than 20 years of experience working in Florida’s coastal and rural communities—from Amelia Island to Key West, and from St. Augustine to Cedar Key. As a lifelong entrepreneur with a background in infrastructure and business, she understands how to turn ideas into real, workable solutions. Her experience gives her a unique perspective on how to connect local priorities with state and federal opportunities, using creative and strategic funding approaches to get projects done.
She holds the AICP (American Institute of Certified Planners) designation and has spent her career focused on building strong, resilient communities—for both residents and businesses. Simply put, Heather is passionate about creating great places to live, work, and grow.
Heather is running for County Commission because she sees both the opportunities and the challenges ahead. Growth is happening, and the question is how we manage it. Her priorities focus on smart growth strategies that address today’s realities—traffic, utilities, and conservation—while keeping an eye on the future.
She believes good leadership starts with how decisions are made. That means creating an environment of teamwork, compromise, and listening—both on the commission and with the community. Heather is committed to developing a clear action plan and long-term vision that can guide day-to-day decisions and better support county staff in doing their jobs effectively.
She also believes residents deserve better, clearer communication about what’s happening in their county. From infrastructure projects to long-term planning, Heather wants to improve how information is shared so people can stay informed, engaged, and confident in local government.
At the end of the day, Heather’s approach is practical and people-focused: listen first, think long-term, and find smart, strategic paths forward. She’s ready to bring that mindset to the County Commission and would be honored to earn your support.

Heather has working in transportation planning since 2010. she has had a front row seat from concept to construction including new roads, retrofitting corridors for mobility and economics, corridor planning, sidewalk connectivity, school safety assessments, ADA Planning, strategic intermodal systems planning (SIS), highways access, freight and passenger rail planning to project, airport access and funding, port authority, etc. across Florida. her knowledge has led to greenback (engineering) changes, updated policy, and funding in SJC alone of nearly $250 million dollars (nearly $1 billion statewide).
materials management (biosolids, soil, minerals)

heathers professional commitment to public infrastructure led her to materials management beginning in 2015 with tractor trailer and dump truck operations at major interstate intersections. from there she has managed major fema projects for aerial force mains, hurricane debris, landfill location and permitting, waste water and biosolids, asphalt recycling, and mineral pits. this gives her a unique understanding of the needs to build roads, manage complex permits, prevent safety and hazard issues, and a front row to new technology to create long term solutions.

heather used events and volunteering to test out transpiration concepts and learn effective ways to communicate with the public. heather is known as the bike lady, compost lady, and coach.

Heather has successfully identified concepts and aligned them with federal and local funding advancing infrastructure and local needs projects. from historic property preservation and ancient dune protection, to passenger rail safety and mobility projects, she has dedicated time and technique to dialing in strategies to find the funds and advance projects from the long term cap plan into existence.
